@multivector: I think the decision made by the Governor is politically motivated. She is jealous of the attention and fame the inmates are getting. The current governor is the primary wife of the controversial Winston Garcia who broke the hearts of many GSIS beneficiaries. She also has some shady stories in Cebu. If she really wanted to help, she should not prevent the inmates from doing their passion.

yes they are americans, the one in front is Michael Jackson’s choreographer. but sadly there’s a news that the inmates wont be dancing anymore because the Governor of cebu has put a stop to this because there’s an alleged issue of missing donations. (from foreigners for the prisoners)
